I know..shame on me for buying store bought, but here is my question.

If you bought two already made and decorated round cakes, two different sizes, how hard would it be to tier them?

Just make sure you buy it from a good store. It will be tricky to match the two layers,  and transfering the top one off of the cardboard bottom it rests on, good luck. You would be better off going to a "real" bakery and asking them to do this for you, then they can make the borders look nice as well.
