Are you making a craft project or a baking project?
We have cornstarch here located in the baking aisle. You might want to look for potato starch may be very much the same if used in small quantities.
Or if used in a craft project I would think it would react the same.
Try and "Google" cornstarch see what comes up. You could also try a health food stor or a store that sells product in bulk.
It is also used, rather than talcum powder, for skin

Cornstarch is another name for cornflour. In New Zealand this product is sold under the brand name Edmonds "Fielder's Cornflour". Good luck with your carnaval project.
